Changes to HCSA FAQs
SMA notes the recent changes, in November 2024 and January 2025, to three Frequently Asked Questions (FAQs) documents on the Healthcare Services Act (HCSA).
FAQs on HCSA (updated 17 January 2025)
- Relevant hyperlinks were updated.

FAQs on general regulations (updated 1 November 2024 and 17 January 2025)
FAQs on advertisement regulations (updated 22 November 2024)
- Question 2 was amended to add clarity regarding compliance with laws that regulate advertisement of health products.
- Question 3 was amended to further elaborate on when third parties are held liable for not complying with stipulated requirements for the advertisement of licensable healthcare services.
- Four questions were also added to the FAQ:
- Question 8 on whether the Ministry of Health provides a service to review advertisements of licensable healthcare services for legal compliance.
- Question 19 on whether licensees can mention MCs in their advertisements.
- Question 20 on whether licensees can make unnamed comparisons with other licensees.
- Question 21 on whether licensees can suggest that their teleconsultations can be completed within a specified duration.

Reminder on MME CME requirements
As 2025 begins, we wish to remind all doctors on the Singapore Medical Council's mandatory medical ethics (MME) continuing medical education (CME) requirements. Doctors with practising certificates (PCs) expiring on 31 December 2025 can start accumulating the required medical ethics core points during the CME qualifying periods from 2024/2025 as shown below:
From 1 January 2024 to 31 December 2025:
- Two-year full PC

One-year full PC
From 1 January 2025 to 31 December 2025:
