Adj A/Prof Aaron Ang

Prof Aaron Ang is Adjunct Associate Professor at NUS-YLL School of Medicine and LKC-NTU School of Medicine, and Senior Consultant Psychiatrist in the Department of Psychological Medicine, Tan Tock Seng Hospital. His professional qualifications include a Master of Medicine (M Med) in Psychiatry as well as the Member of the Royal College Physician (MRCP). His clinical interests are the Psychiatry of Old Age, Mental Capacity Assessment with respect to Shared Decision Making, and the Psychiatry-Medicine interface. From 2011 to 2018, he served as Head, Department of Psychological Medicine at Tan Tock Seng Hospital. A keen educator, Aaron has been the Associate Program Director, National Psychiatry Residency Program since its inception in 2009 to 2018. He was appointed director of Institute of Humanistic Medicine (HuMe), NHG since 2025.


A/Prof Anantham Devanand

A/Prof Anantham Devanand is a Senior Consultant at Singapore General Hospital and Head of SingHealth Duke-NUS Lung Centre. He has trained in lung endoscopy at Beth Israel Deaconess Medical Centre, Harvard Medical School and Thoraxklinik, University of Heidelberg. His clinical interests include lung cancer, respiratory endoscopy, pleural diseases, smoking cessation, and sarcoidosis. He is the vice chair of the National Medical Ethics Committee and serves as Director of the SingHealth Duke-NUS Medical Humanities Institute and Executive Director of Centre of Medical Ethics and Professionalism at the Singapore Medical Association. He has a PhD in medical ethics from the Yong Loo Lin School of Medicine at the National University of Singapore and his dissertation was on medical decision-making in chronic diseases and the regulatory standards of medical advice. 


Asst Prof Aung Myint Oo @ Ye Jian Guo

Asst Prof. Aung Myint Oo @ Ye Jian Guo is a Senior Consultant Surgeon (Upper Gastrointestinal and Metabolic Bariatric Surgery) in the Department of General Surgery and an Assistant Chief Clinical Informatics Officer in Tan Tock Seng Hospital, Singapore. He is also a Clinical Lead in Digital Innovation Office, Centre for Healthcare Innovation (CHI), NHG Health. He is an Assistant Professor and Assistant clinical module lead (gastrointestinal system) with Lee Kong Chian School of Medicine, Nanyang Technological University of Singapore. He is also a clinical senior lecturer at the Yong Loo Lin School of Medicine, National University of Singapore. He is currently the Vice President (Medical) of MedicoLegal Society of Singapore (MLSS).


Dr Bhavani Sriram

Dr Bhavani Sriram is a paediatrician and neonatologist by training with a special interest in the area of disability medicine. She started a new chapter in her career as a physician providing health care and health education for persons with intellectual disability called “The MINDS Developmental Disabilty Medical clinic “in conjunction with MINDS. Prior to that, she was a Senior Consultant in the department of Neonatology at KK Women and Children’s Hospital (“KKH”), which is a large perinatal centre for high-risk deliveries. She has over 20 years of experience in social work. With her clinic providing health care for persons with intellectual disability. This clinic was inaugurated in August 2017 and has provided assistance to nearly 1600 persons with intellectual disability.

 

Dr Charmain Heah

Dr Charmain Heah is a Consultant Emergency Physician at Tan Tock Seng Hospital. She also serves the hospital as Director of the Clinical & Patient Engagement Office, overseeing complaints of a clinical or medicolegal nature.

Dr Heah's roles put her at the intersection of clinical care, communication and conflict resolution. She is deeply committed to supporting doctors through the stressful experience of a complaint; at the same time, she recognises the importance of validating patients' perspectives and experiences. Her work focuses on finding a fair and principled balance between defending clinical decisions and validating patient concerns, with the ultimate aim of achieving a fair and compassionate resolution for all parties.

Dr Heah also holds a Master of Laws in Healthcare Law & Ethics, and continues to advocate for greater empathy on both sides of the clinical encounter.


Mr Christopher Chong

Mr. Christopher Chong is a senior partner at Dentons Rodyk, specializing in Litigation and Dispute Resolution as well as Arbitration. He also serves as Co-Head of the Professional Liability/Healthcare and Insurance practice groups. With extensive experience in professional malpractice, commercial litigation, and insurance law, Mr. Chong has represented hospitals and medical practitioners in medical negligence cases across both the High Court and State Courts. He has also advocated for professionals in disciplinary proceedings and advised commercial entities in joint venture and contractual disputes.

In addition, Mr. Chong provides expertise in employment law, including drafting employment agreements, handling disputes over wrongful termination, enforcing restrictive covenants, and addressing claims related to industrial accidents. Beyond his legal practice, he contributes to the medical ethics community as a member of the Transplant Ethics Committee, serves on the Ethics Advisory Panel for Assisi Hospice, and acts as Honorary Legal Adviser to the Asia Pacific Hospice Palliative Care Network.


Dr Colin Ong

Dr Colin Ong is a Senior Consultant in the Department of Emergency Medicine at Ng Teng Fong General Hospital. He graduated from National University of Singapore, Faculty of Medicine in 1999 and attained his Masters in Bioethics in 2011. He has a diploma in Medicine for Older Persons (Geriatrics) and enjoys teaching medical students and improving care for older in the Emergency Department and its transitions of care. He serves as Associate Dean of Ng Teng Fong General Hospital and is involved in teaching medical ethics to specialist trainees under the auspices of Singapore Medical Association Centre for Medical Ethics & Professionalism.


Dr Colin Yeo

Dr Yeo is a Senior Consultant for Cardiology in Changi General Hospital and Visiting Consultant of National Heart Centre Singapore. His subspecialty interest is in Adult Clinical Electrophysiology. He is also Adjunct Associate Professor Yong Loo Lin School of Medicine, Adjunct Assistant Professor Duke-NUS and teaching faculty for Lee Kong Chian School of Medicine where he is actively involved in medical education. His research interest includes lipoprotein(a), arrhythmias, cardiac implantable electronic device and hereditary arrhythmia syndromes.


Adj Asst Prof Daniel Kwek

Dr Kwek is a senior consultant psychiatrist from Ng Teng Fong General Hospital, Jurong Health Services. He is involved in the Consultative and Liaison psychiatric service and hence commonly has to deal with challenging situations on the ward involving patients and relatives. He would share with the trainees his experience which could be instructive for their professional career.


Mr Edmund Kronenburg

Edmund Kronenburg began his legal career in 1996, and is today the Managing Partner of Braddell Brothers LLP, one of Singapore’s oldest firms, founded in 1883. He regular appears as lead counsel before the Singapore High Court and Court of Appeal, as well as in international arbitrations seated in Singapore and elsewhere. His diverse practice spans commercial and corporate disputes, energy and natural resources, media and telecommunications, as well as medical and healthcare law. Edmund also actively sits as an Arbitrator. He has conducted arbitrations seated in Singapore, Brunei, Cambodia, Hong Kong, Indonesia, Malaysia and Vietnam and is a Fellow of various arbitral institutes i.e. SIArb, CIArb, MIArb, HKIArb, AMINZ, PIArb and ACICA. Edmund also represents the Singapore Medical Council in disciplinary hearings and private clients in medical negligence lawsuits before the Singapore courts. Several of his cases have set landmark medical law precedents in the Court of Appeal and the Court of Three Judges. He also serves as an Honorary Legal Advisor to the Academy of Medicine, Singapore (AMS), is Vice-President (Legal) of the Medico-Legal Society of Singapore (MLSS) and is a teaching faculty member of the Singapore Medical Association (SMA) Centre for Medical Ethics and Professionalism. A frequent speaker on international dispute resolution, arbitration, and medical / healthcare law, Edmund has also taught medical law at DUKE-NUS as a guest lecturer, as well as cross-examination and trial advocacy at the National University of Singapore, Faculty of Law since 1998. Edmund has received consistent recognition in the Legal 500, Chambers & Partners, Best Lawyers, Benchmark Litigation, Asialaw and Who’s Who Legal guides, being variously called “aggressive”, “articulate”, and “master strategist”. ABLJ lists Edmund in its “Singapore A-List: Top 100 Lawyers”.


Mr Eric Tin

Mr Eric Tin is a Senior Partner of Donaldson & Burkinshaw LLP. He co-heads the Disputes & Specialist Practice of the Firm.

Eric has assisted and defended numerous medical professionals in both the public and private sectors in a variety of medico-legal cases and inquiries. He is also a Panel Prosecuting Counsel for statutory boards such as the Energy Market Authority, the Council for Estate Agencies and the Singapore Tourism Board, in addition to undertaking criminal defence work. He has been an Adjudicator of the Financial Disputes Resolution Centre (FIDReC) since 2009.

Prior to joining private practice in 2008, Eric served in the Singapore Judiciary from 1996 to 2005, holding appointments of District Judge, Magistrate, Coroner, Deputy Registrar of the Subordinate Courts (now known as the State Courts). He was also a Deputy Public Prosecutor and State Counsel of the Attorney-General’s Chambers from 2005 to 2007.

Besides being a Faculty member of the SMA CMEP, Eric is an Adjunct Lecturer with the Singapore Management University Yong Pung How School of Law, and a Guest Lecturer of the SingHealth Duke-NUS Institute for Patient Safety and Quality (IPSQ).


Ms Felicia Chain

Felicia is an Associate Director at Legal Clinic LLC. She graduated from King’s College London in 2013 and was admitted to the Singapore Bar as an Advocate and Solicitor in 2014. She has been with Legal Clinic LLC since 2014, accumulating a wealth of medicolegal experience over the years. She is presently a member of the Institute of Mental Health Clinical Ethics Committee where she contributes to the ethical oversight of patient care and clinical decision-making.

Felicia has extensive experience in advisory and dispute-resolution work, specialising in medical and healthcare law. She has acted for a wide range of clients, including public and private healthcare institutions, healthcare professionals and private individuals. She has appeared before all levels of the Singapore Courts and has played a pivotal role in numerous high profile medicolegal proceedings in Singapore.


 

Dr Giles Tan

Dr Giles Tan Ming Yee is a Psychiatrist and Senior Consultant with the Department of Developmental Psychiatry at the Institute of Mental Health (IMH). He provides leadership on clinical quality and patient safety as the hospital’s Assistant Chairman Medical Board (Clinical Quality and Value) and chairs the IMH Clinical Ethics Committee. He is also a member of the National Medical Ethics Committee (NMEC) and SMC Ethics Committee.

He is President of the College of Psychiatrist (Academy of Medicine Singapore), Associate Director of the SMA Centre for Medical Ethics and Professionalism (CMEP) and holds teaching appointments with the three local medical schools. He volunteers with social service agencies and charities supporting people with disabilities.


Adj A/Prof Habeebul Rahman

Dr Habeebul works at the Tan Tock Seng Department of Psychological Medicine as a Senior Consultant Psychiatrist. He is a Member of the Royal College of Psychiatrists, and has a Diploma in Psychotherapy, which is his area of interest. He has been appointed to the Board of Visitors to The Office of the Public Guardian, and is also Assistant Professor at YLL School of Medicine and Lee Kong Chian School of Medicine. Prior to attaining specialist accreditation, he completed a thesis on resilience within doctors, and serves as Chairperson of TTSH’s peer support programme.


Dr Hairil Rizal Abdullah

Assoc Prof Hairil Rizal Abdullah MBBS MMed MSc PhD, is a Senior Consultant Anesthesiologist at Singapore General Hospital (SGH). He revolutionized patient preparation for surgeries in SGH by founding the Perioperative Medicine service and its Preoperative Assessment Centre in 2014. His leadership in developing various programs like Patient Blood Management, Prehabilitation Service, and Enhanced Recovery After Surgery (ERAS) has garnered both national and international recognition.

Honoured with Singapore’s prestigious Lee Kuan Yew Scholarship in 2022 and listed among the top 2% of globally cited scientists in his field, Assoc Prof Hairil was also awarded the Clinician Scientist Award by the National Medical Research Council in 2023. He currently leads the Value Based Healthcare Office in both Singapore General Hospital and the wider SingHealth healthcare cluster. He was awarded the “Distinguished Champion of Change Leader Award” by SingHealth in 2022 for his transformative contributions to healthcare.


Mr Hong Qi Bin

Qibin is an associate director at Coleman Street Chambers LLC who specializes in dispute resolution.

Regularly acting for clients in complex disputes across the State Courts and Supreme Court of Singapore, Qibin is experienced in handling a broad range of disputes including arbitration, building and construction, company and shareholder, contract and investment, criminal defence, defamation, employment, insolvency, intellectual property, and professional negligence.

Beyond his legal profession, Qibin serves on the board of Executive Council of the Association of Trade and Commerce (“ATC”) and is the chairman of ATC’s Micro, Small, and Medium Enterprise Working Committee.


Dr Jamie Zhou

Dr Jamie Zhou is a Consultant in the Division of Supportive and Palliative Care, National Cancer Centre Singapore. She has experience in both community and hospital-based palliative care. Her special interests are in pain management, palliative care in intensive care units, and communication skills training. She is involved in undergraduate and postgraduate medical education, and is particularly interested in using innovative approaches in education.She has been actively involved in various national projects including Advance Care Planning, Palliative Care website development, and Community Engagement. Future projects include improving communication skills in healthcare.


Dr Jason See

Dr. Jason See is a Consultant Cardiologist and Physician with more than 20 years of experience. He was fellowship trained at the Royal Brompton Hospital, London and has US board certifications in Echocardiography, Nuclear Cardiology and Cardiac CT. He is also a Certified Cardiac Rehab Practitioner.


A/Prof Jason Yap

Assoc Prof Assoc Prof Jason CH Yap, Public health physician with over 38 years of experience in the public and private healthcare sectors with diverse responsibilities across public policy, health informatics, healthcare marketing and health professionals education, he is now a practice track Associate Professor and Vice Dean (Practice) in the Saw Swee Hock School of Public Health in the National University of Singapore. His Practice Office supports policy formulation and programme implementation for various agencies like the Ministry of Health and the Health Promotion Board. He is also the Programme Director of the National Preventive Medicine Residency.


Dr Jonathan Choo

Clinical A/Prof Jonathan Choo is Head and Senior Consultant with the Cardiology Service at the KK Women’s and Children’s Hospital. He completed his paediatric cardiology training in 2009 as been with the KK Cardiology Service since then. He is the clinical lead for the Cardiology Service Fetal Cardiac Programme and runs the Cardiac Genetics Clinic at KKH. Dr Choo has been regularly involved in regional medical missions since 2003. He is a member of the KKH Hospital Ethics Committee and is also serving on ethics consultations with the National Organ Transplant Unit. He holds a Masters of Heathcare Law and Ethics from the University of Manchester and Masters in Public Health from the University of London, UK. 


Ms Kuah Boon Theng

Ms Boon Theng is the Managing Director of Legal Clinic LLC.

Appointed Senior Counsel in January 2018, her experience spans the full spectrum of legal work in the healthcare industry, from advising healthcare institutions, professional bodies and healthcare professionals, representing clients in mediation and legal proceedings, and serving on various hospital committees. She has been recognized for her volunteer work on the National Cancer Centre Medifund Committee. She is also Honorary Legal Advisor to the Singapore Medical Association and the Academy of Medicine.

Boon Theng served as a member of the Committee of the Review of Medical Litigation Regime, whose work culminated in the implementation of the High Court Protocol on Medical Negligence Cases in 2017. In 2019, she served as the co-Chairperson of the Ministry of Health Workgroup tasked to make recommendations on informed consent practices and to propose changes to the Singapore Medical Council complaints and disciplinary process. She also served as a member of the SMC Sentencing Guidelines Committee in 2019.

Boon Theng co-chaired the National Electronic Health Records (NEHR) Guidelines Workgroup set up by the Ministry of Health to develop guidelines to help users of NEHR. The Workgroup aims to do so by setting out core ethical principles and propose reasonable professional standards to adopt when contributing to, accessing or using NEHR.


A/Prof Lai Siang Hui

Dr Lai is Senior Consultant and Associate Professor, Department of Anatomical Pathology, SGH and Vice-Chair (Education), SingHealth Duke-NUS Pathology Academic Clinical Programme. He was pioneer residency director for pathology at SingHealth from 2008 to 2016. He was also Lead for Phase 1 of the MD programme at Duke-NUS Medical School and Assistant Dean for pre-clinical integration until 2016. In 2022, Dr Lai was appointed Chair of the SingHealth Centralised Institutional Board. As director of the SingHealth Tissue Repository, he was involved in the cluster transition into the Human Biomedical Research Act from 2016 to 2019. Outside of the institution, Dr Lai is President of the Medico-Legal Society of Singapore.


Dr Lambert Low

Dr Lambert Low is a Senior Consultant and Chief of the Addiction Medicine Department at the Institute of Mental Health (IMH). He holds the position of Adjunct Assistant Professor with the Lee Kong Chian School of Medicine, NTU and Duke-NUS Graduate Medical School. Additionally, he is also a certified acupuncturist.

Dr Low actively contributes to the Singapore Medical Association as a council member. He chairs the Section of Addiction Psychiatry under the College of Psychiatrists.

His research interests include addictions, acupuncture and smoking-related topics.


Dr Lee Pheng Soon

Dr Lee Pheng Soon has a degree in Science from Flinders Uni, an MBBS from NUS, and a Fellowship in Pharmaceutical Medicine from the Joint Royal Colleges of Physicians, UK. He worked for about 30 years in drug and nutrition research for two major European pharmaceutical, and one US paediatric nutrition, company. Now retired from clinical research and corporate medical affairs, he is a GP in a small HDB group practice. He has served SMA continuously as a Council Member since 1992, and as the President from 2003-2006. He currently heads the Medical Indemnity function and is the Past Executive Director for the Centre of Medical Ethics and Professionalism.


Mr Lek Siang Pheng

Lek Siang Pheng is the Deputy Managing Partner of Dentons Rodyk & Davidson LLP. He is an experienced disputes lawyer and specialises in medical defence matters, representing medical and dental practitioners and also healthcare institutions.

He is an appointed Honorary Legal Adviser to the Academy of Medicine, Singapore, the College of Family Physicians Singapore and the Singapore Medical Association. He is also an accredited specialist mediator with the Singapore International Mediation Centre.


Ms Lin Jing yi

Jingyi is a Principal Medical Social Worker at Tan Tock Seng Hospital (TTSH). She graduated from NUS with a BSocSci (Hons) majoring in social work and is a Registered Social Worker with Singapore Association of Social Workers (SASW). She also has a Masters of Law (LLM) in Medical Ethics and Law from University of Hong Kong.

Her latest clinical focus is on psychosocial care for neuroscience patients in the ICU, inpatient and outpatient setting, working closely with the multi-disciplinary team to facilitate healthcare decision-making and difficult healthcare conversations including those on extent-of-care or end-of-life.

Due to her interest in socio-legal and ethical issues, she facilitates training and capability-building for MSWs within TTSH and beyond. She sits on the clinical ethics committee (CEC) of TTSH and is an external healthcare professional member of CGH CEC. She has also previously served in SASW’s workgroup on professional ethics.


Dr Luke Toh

Dr. Luke Toh is currently the Senior Consultant and Head of Department at KK Women's and Children's Hospital, specializing in diagnostic and interventional imaging with a subspecialty in vascular anomalies. He also holds the position of Adjunct Assistant Professor in the Department of Anatomy at the Yong Loo Lin School of Medicine, National University of Singapore (NUS).


Ms Mak Wei Munn

Ms Mak Wei Munn's practice is in litigation and disputes resolution and includes a well- established professional liability portfolio. She leads a specialist Practice team with extensive experience in healthcare advisory and disputes matters. She has acted for prominent healthcare institutions and leading professionals across a range of specialist disciplines in civil claims, disciplinary proceedings and inquiries. She also advises the healthcare and pharmaceutical industries on regulatory compliance and ethical issues.


Dr Peter Chow

Dr Chow Chiu Leung Peter is the Senior Consultant Geriatrician in Changi General Hospital. He obtained his MBChB in Hong Kong and finished basic and advanced training in Singapore. He is interested in medical law and ethics, and dementia. He had spent a year in Scotland and obtained a LLM in Medical Law and Ethics from the University of Edinburgh. Since then, he has been involved in the teachings in the Centre of Medical Ethics and Professionalism SMA.

He is the Chairperson of the Clinical Ethics Committee in CGH reviewing ethical dilemma referrals. Having read medical humanities and narrative medicine, he is also the Co-lead in Bioethics for the SingHealth Duke-NUS Medical Humanities Institute organising education activities and conferences. Since 2023, he Co-Chairs the Expert Workgroup for Drafting of Guidelines on Appropriate Use of National Electronic Health Records for the Ministry of Health, Singapore.


Dr Peter Loke

Dr Peter Loke is an Academic Associate in the Centre for Biomedical Ethics. He has qualifications in Medicine, Law and Healthcare Ethics, and is a Principal Mediator of the Singapore Mediation Centre. He has been the Regional Medical Adviser for Syngenta Asia Pacific Pte Ltd since 2003, where he deals with health issues relating to crop protection products, and is also a founding partner of Mint Medical Centre since 2010, a private family medicine practice, and Resolvers Pte Ltd since 2012, a private mediation service. He has also previously worked in HSA (Health Sciences Authority), dealing with various drug regulatory issues.


Ms Rebecca Chew

Rebecca Chew is a Partner with the Business Finance & Insolvency Practice Group and the Human Resource Partner in Rajah & Tann LLP. She joined Rajah & Tann LLP in 1992 as a junior lawyer focusing on contentious court work. Just about 3 to 4 years after joining Rajah & Tann LLP, Rebecca was offered partnership in the firm and this gave her a bigger role in managing relationships with the firm’s clients which included several financial institutions. This enabled her to gain even greater exposure in dispute resolution and offered her many opportunities to take on cases as lead counsel and to expand her area of practice. In 2009, she was asked to take on a larger role in the administration of the Firm as its Human Resource Partner in addition to her role as a senior litigator in the firm.


A/Prof Seow Wan Tew

A/Prof Seow Wan Tew is Senior Consultant, Department of Neurosurgery at the National Neuroscience Institute and is a paediatric neurosurgeon at KKH. He is Clinical Associate Professor at Duke-NUS Medical School and has a Master of Laws from Melbourne University. He is a facilitator for the MPS Risk management workshops and an associate mediator with the Singapore Mediation Centre.


Dr T Thirumoorthy

Dr T Thirumoorthy graduated from the University of Malaya in 1972 and went on to be trained in internal medicine and dermatology. He served in both public and private practice in Singapore and returning in 2002 to be the founding director and senior consultant dermatologist of the dermatology department at the Singapore General Hospital. He served at SGH Dermatology until July 2017.

Dr Thirumoorthy is the Founding Director of the Singapore Medical Association (SMA) Centre for Medical Ethics and Professionalism (SMA-CMEP) from 2000 to 2003. The SMA Council re-appointed Dr Thiru to helm the SMA CMEP as its Executive Director from 2011 to 2015.

He holds a Master degree in Healthcare Ethics and Law from the University of Manchester (2007) and completed the Masters in Counselling (Monash) in 2015.

From January 2007 to July 2017, Dr Thiru was a pioneer faculty and held the appointment as Associate Professor in the Education Program, at the Duke-NUS Graduate Medical School, Singapore, where his teaching responsibilities include subjects on clinical skills, professionalism, medical ethics, communications, and healthcare law.

Currently Dr Thiru hold the position of Adjunct Professor at Duke NUS Medical School, in the Office of Academic Development. Since May 2024 he serves as Visiting Consultant to WH Clinical Ethics Committee in Woodlands Health.


A/Prof Teo Eng Swee Cuthbert

A/Prof Cuthbert Teo is a Senior Consultant Pathologist and Gazetted Forensic Pathologist at the Forensic Medicine Division, Health Sciences Authority. His teaching appointments include Adjunct Associate Professor (Forensic Science) (Faculty of Science, NUS) and Senior Lecturer (Forensic Medicine) (Yong Yoo Lin School of Medicine, NUS). He is a Lecturer & Founding Faculty of the SMA course on Medical Ethics, Professionalism and Health Law; and of the Medical Expert Witness Training Course (SMA, AMS, Law Society, State Courts). He is a member of the Complaints Panel, Singapore Medical Council. He volunteers in various committees (in advocacy, research, social work) of the Singapore Children’s Society, and is Board Member and Honorary Secretary of the Society.


Mr Tham Hsu Hsien

Mr Tham Hsu Hsien’s main areas of practice are in professional liability, insolvency and financial services disputes. Mr Tham regularly advises and acts for professional indemnifiers, insurers and healthcare providers in contentious and non-contentious healthcare matters, including malpractice claims in the Courts and disciplinary proceedings against doctors and dentists before the Singapore Medical Council and Singapore Dental Council.


Dr Timothy Teoh

Dr Timothy Teoh is a dual accredited specialist in Psychiatry and Aviation Medicine.

After graduating from NUS Medical School in 2000, he joined the Republic of Singapore Air Force as an Aviation Medical Officer. During his 20-year career in the SAF, he held various operational, staff and leadership appointments, including Head Psychological Care Centre, Commanding Officer 1 Medical Squadron and Commander MMI. He was previously appointed Senior Consultant in Aviation Medicine and Consultant in Psychiatry to the SAF. From 2021 to 2023, Dr Teoh was the Medical Director, Singapore Aeromedical Centre. He currently holds the position of Head, Rehab Service and Senior consultant at the Institute of Mental Health Singapore.


Ms Vanessa Lim

Vanessa Lim is a senior partner in Dentons Rodyk’s Litigation and Dispute Resolution practice. She graduated from the National University of Singapore in 2001 with an LL.B (Hons) 2nd Upper, and obtained her LL.M in Medical Law (Distinction) from King’s College London in 2011.

She has a keen interest in professional negligence, and has represented hospitals and doctors in clinical negligence litigation in the High Court and Court of Appeal. She has worked with medical practitioners from a broad range of specialist areas and also represents them in professional disciplinary proceedings. Apart from contentious work, Vanessa also advises hospitals on a wide range of matters, including regulatory investigations, internal protocols and clinical governance issues.


Ms Vanessa Yong

Vanessa is a Director in Legal Clinic LLC specialising in medical and healthcare law. Her practice involves the full spectrum of medico-legal work in the healthcare field from advising healthcare institutions on their internal processes and protocols, to acting for healthcare institutions and healthcare professionals in legal actions as well as disciplinary proceedings. Vanessa has appeared before all levels of the Singapore Courts and is familiar with Coroner’s Inquiry in medical cases as well as various alternative dispute resolution processes.


Adj A/Prof Vishalkumar G Shelat

Vishalkumar G. Shelat is a general surgeon practising at Tan Tock Seng Hospital, Singapore, where he also serves as Director of Surgical Science Training Centre and Clinical Educator Lead (Medical) and. His work focuses on general surgery, hepatobiliary and pancreatic surgery, and clinical ethics. He's completed several fellowships and holds various certifications, including one in surgical ethics from Washington University St Louis and a fellowship in the International Society for Quality in Healthcare. He's also contributed to various professional organizations, including the Academy of Medicine, Singapore, and international surgical societies. He currently serves as Associate Director of SMA CMEP. His is widely published with over 280 publications and H-index of 50. He participates in medical ethics committees and has been the recipient of several awards and honours, including American College of Surgeons National Surgical Quality Improvement Program and Lee Kuan Yew Scholarship from Public Service Commission. He has been affiliated with Singapore Medical Association Centre of Medical Ethics and Professionalism since 2015.
